Work Program

 The SBCCOG provides a forum for discussing issues of importance in the South Bay as well as facilitating communication on behalf of the South Bay subregion with other governing bodies, such as the Southern California Association of Governments (SCAG), the Los Angeles County Metropolitan Transportation Authority (LA Metro) and the South Coast Air Quality Management District (SCAQMD).

Our objective is to add value to the work of local governments in the South Bay.  Our work program includes keeping informed of issues of mutual interest and importance. By fostering cooperative approaches to South Bay concerns, we can maximize the limited funding opportunities that are available to our area.

The SBCCOG's work program priority issues are:

·    Transportation and alternative mobility strategies
·    Goods movement
·    Air quality
·    Energy efficiency, water conservation and recycling
·    Homeland security/Disaster preparedness
·    Economic development
·    LAX modernization and further expansion
·    Quality of life 
·    Monitoring legislation that affects the South Bay and member jurisdictions
 
Serving as a clearinghouse SBCCOG shares information on items such as grants, regulations, & rule making.  We also invite speakers for both the elected officials and staff.  Agencies like the Integrated Waste Management Board also use the SBCCOG to communicate with the cities.  

SBCCOG works with our member cities to respond to funding opportunities from the LA Metro, such as the Call for Projects. Since multi-jurisdictional projects have a higher priority for funding, SBCCOG sponsors these projects on behalf of our cities.  

SBCCOG studies provide background information for individual city use as well as providing data to obtain additional funds for this region.  A portfolio of all needed transportation projects in the South Bay is updated annually to maintain a current assessment of transportation needs. Studies analyze congested corridors such as arterial streets accessing the I-405 freeway, synchronizing the traffic signals on major South Bay streets and getting a better understanding of freight movement through our area.  The SBCCOG also monitors the development of the Regional Transportation Plan as well as other regional documents and provides comments.  Through our Homeland Security Task Force, we work together to coordinate emergency preparedness and management for our cities, schools, residents and businesses.

In partnership with Southern California Edison, The Gas Company, West Basin Municipal Water District, Torrance Water Department and the Sanitation Districts of Los Angeles County, the SBCCOG sponsors the South Bay Environmental Services Center (SBESC) which provides information and training classes on resource use efficiency and conservation.  SBESC also works with our cities to provide them with energy and water use audits as well as energy and water saving procurement opportunities which will allow them to save energy and money.  The Center can be reached at (310) 371-7222 and their website is www.sbesc.com.   

Addtionally, the SBCCOG is working with each city to assist it in developing their baseline carbon footprint with which to measure future carbon emission savings.  This analysis will also help cities develop their Climate Action Plans from which SBESC will work to provide practical and affordable carbon emission reduction programs to our cities.

SBCCOG, working in partnership with other governmental agencies and the South Bay business community, creates and fosters a competitive, prosperous vision of our subregion as a place of quality to live and work.
